The fisherman identified as William Otieno, 24, is alleged to have assaulted and harrased a cop over woman. Wichlum beach management chairman Silas Onyango who confirmed the incident said the man was found dead in a boat that was seen in the lake by four fishermen, who were returning back from their afternoon fishing expedition.
