Maj Gen Jimson Longiro Mutai was born on 14 Sept 1968. He joined the Kenya Navy as a cadet in the year 1989 and commissioned as a 2nd Lieutenant on 03 Aug 1990.After undertaking the Naval Officers Proficiency and General Training at the Kenya Naval Training College, later undergoing training on International Sub Lieutenant Executive Course in the UK.
