The bar of soap in the room is yours and only yours. The next person who stays there will get a new one. This goes for lotions and hand creams. They can come in handy for your trip back home.
They are not reusable, if you leave them in the room they will be thrown away. They can be used on your trip back home if you have uncomfortable shoes on. Some hotels gave fancy slippers that should be left for the next guest. Make sure you consult with the hotel management before taking them home.
Rules regarding this are a bit trick and depend on the hotel. A missing bathrobe will add to the hotel bill. Some pricy hotels add it as a gift and have initials of customers on it. You probably paid for it. Feel free to take it with you.
Shampoo and conditioner
If they are branded with the hotel logo they actually want you to take them. It is a sneaky way of advertising themselves. They are bought to be placed in the bathroom and as a give away for friends.
Toothbrush and mouthwash
Feel free to take your toothbrush when you go. They also provide travel size toothbrush fir guests. We often forget to pack it. It can help you when you are running late for office and forget to brush your teeth.
You can put you shoes in a shower cap on your way home so that your clothes don't pick dust.
