In his remarks he said, "Ian Ipesa Khalwale gets circumcised joins mates in Irumbi seclusion camp in Malinya. He will stay here for 50 days. Traditionally this rite of passage is observed in August of even years. It has been tweaked to the long school holidays since August holidays were too short."
