Doreen Muthaura who is one of the IPOA Commissioners is clear that the disbanded SSU was formed by former Inspector General of Police Hilary Mutyambai and not George Kinoti. According to her, the unit was formed behind IPOA's back for such information of SSU existence was never availed to them.

Doreen Muthaura is clear that Hillary Mutyambai was the only person who had the powers to form a police unit and not George Kinoti. Kenyans are however waiting to know of why the SSU was formed and it's intended purpose for they majorly operated outside the law.
Doreen Muthaura is clear that the Independent Police Oversight Authority didn't know about the existence of SSU and that's why they didn't investigate. She is clearly that the death squad was formed with a lot of secrecy.
IPOA has lodged investigations into the deadly police unit which was dismissed to ensure it's leaders face justice. It's evident that president Ruto is leaving nothing to chance in his efforts to ensure the rule of law remains supreme.
