According to the flamboyant leader, parents and guardians should stop following the long forgotten norm that disability is a curse, revealing that these children have a right to education and locking them up should be condemned.
The commissioner has also faulted Government officials for slicing funds meant for people with disabilities, adding that it is not right for them to believe they are doing them big favours yet they are entitled to the funds.
