"Ensure Budget Process Is All Inclusive," Governor Oparanya Tells Staff

Governor H.E Dr FCPA Wycliffe Oparanya has urged senior county staff to ensure that budget preparation process is a collective responsibility.

He said the budget process should be all inclusive so that they come up with a financial document that will adequately guide departments while implementing development projects.

"Remember you are not making the budget for me. It is a document that should be your guide as you implement development programmes for the people I represent," said the Governor.

He added: "Therefore ensure that you involve every concerned persons in the process because you understand the department better than me, priorities and challenges."

He said those involved in budget making process should only be guided by the direction he has given on the same and the law.

The Governor was speaking today after opening a two-day consultative meeting on the MTEF budget estimates for Financial Year 2021/2022-2023/2024.

He pointed out that in their budget estimates this FY they should factor money for completion of development projects that have stalled and ensure sustainability of existing programmes.

He directed Education department to ensure projects initiated in the 25 secondary schools of excellency are completed and handed over to the institutions.

The County has constructed tuition and administration blocks in the identified schools.

The Governor observed that ECDE centres in a bad state should be rehabilitated and all learners have furniture.

He issued a directive that one of the polytechnics should be given the tender to make furniture for the learners.

He noted that buses should be purchased for 12 identified polytechnics to cushion them from the trouble of hiring vehicles from secondary schools.

H.E Dr Oparanya called for streamlining of the OparanyaCare programme and ensure its sustainability.

He thanked the staff for the support and commitment they have exhibited while discharging their duties.

He noted that their hardwork and selfless culture made the County scope the top position nationally in development and urged them to sustain the same spirit with zeal.

Deputy Governor H.E Prof Philip Kutima, CECMs led by Dr Beatrice Sabana (Finance, Economic Planning and ICT), County Secretary and Head of Public Service Madam Jacinta Aluoch, Chief Officers, Advisors, County Attorney Madam Vivian Mmbaka and other senior County Officers were present.
