According to TV 47, Tuju said while spying on social media, he noticed netizens alleged top positions like National intelligence Service (NIS), Governor of Central Bank and chief of general staff are among un-reserve to luo people.
He further claimed majority of people alleging the aforementioned positions will not be held by Luo are from Nyanza.

Tuju said while speaking about politics of exclusion in governance systems.
“When I go to social media sites by people from the region (luo Nyanza), I sentiments of disillusionment. They say, for example, that if you are a luo, you'll be wasting your time hoping to get jobs like being the director of the NIS or being chief of general staff, or being Governor of the central bank because it has never happened since independence”, he said.
