According to Jubilee Party Secretary General Jeremiah Kioni, Cabinet Secretary Musalia Mudavadi currently sits above Vice President Rigathi Gachagua in the executive branch's organizational structure.
According to Kioni, President William Ruto's most recent order to reshuffle his cabinet has made Cabinet Secretary Musalia Mudavadi stronger while weakening his deputy Rigathi Gachagua.
In an interview with The Nation newspaper, Mithika Linturi, the vice president's secretary at the Ministry of Agriculture, stated that she might have to report if she were to assume command of the sector for coffee reformers, one of the agricultural departments.
According to Kioni, departmental issues seem to be reported to the DP Cabinet Secretary from the Ministry of Agriculture to Vice President Rigathi Gachagua. He also stated that, in accordance with the executive order, Gachagua could lead cabinet committees and submit reports to Mudavadi.
