After launching the Madaraka Day expo at Embu university, the Head of State went ahead and commissioned the construction of Embu market, where hundreds of Embu residents trooped to welcome him.
Ruto took advantage of the event to explain government projects and execution plan. He also defended the finance bill as he convinced the people about its benefits.
In the middle of his speech, the president stated the number of people from Embu county who have benefitted from the Hustler Fund (HF). He noted that Embu county alone has borrowed over Ksh 500 million.
The first in command also revealed that during the Madaraka Day celebrations next week, he will launch another phase of hustler fund where groups will be able to access higher amounts of money without being asked for collateral.
This announcement triggered crazy celebrations from the crowd which seemed to welcome the move, and also eager to borrow the funds.
However, the president cut the celebrations short after he stated that there are also a good number of Embu residents who have defaulted on Hustler Fund, firing a warning of facing them.
"I can see you are celebrating but you must know that the money will not be free. You will be required to pay back. Quite a number of you have defaulted on the individual Hustler Fund loan. I can even see some of you don't even want to face me. Tutaonana na nyinyi," warned Ruto as he laughed slightly. (Watch video from 12 min).
"This guy is telling me that he hasn't paid his Ksh 500 loan because he lost his line. Si ukipoteza line unanunua ingine?" Posed the president in Swahili.
