National Youth Service embezzlement of funds came into limelight in 2017 when it was headed by Governor Ann Waiguru. Billions of money were lost and up to date none has been persecuted.

A similar scandal has rocked the government institution and this time is Deputy President Ruto's ally Water Cabinet Secretary Sicily Kariuki. The former was once defended by the latter from a looming impeachment in 2018.

She is once again facing the same fate if found guilty of mismanaging NYS funds worth Sh2.3 million in hiring toilets an catering services in a meeting she presided over at Gilgil.

CS Kariuki is also alleged of using Sh7.7 million in additional charges incurred when she diverted a chopper from Wilson Airport (its end destination) to Windsor.

The Chairman of Public Accounts Committee, Opiyo Wandayi noted that CS Kariuki may be summoned to the answer to the allegations in the next sitting.

“This matter of hiring toilets as we can clearly see is a litany of irregularities, illegalities, and impunity by the CS yet this was her meeting. It goes without saying that Sicily Kariuki who was responsible for the hiring of the toilets is the same CS who used the helicopter for her detour to Windsor hotel,” said Wandayi as quoted from Standard Newspaper.
