Deputy President William Ruto is currently chairing a meeting of the intergovernmental Budget and economic council (IBEC).

This council is composed of the Deputy President who is the chairperson, the Cabinet secretary of finance, a representative of the parliament service commission, the Cabinet secretary in charge of intergovernmental cooperation, and the chairperson of the council of governors.
The Role of the Intergovernmental Budget and Economic Council (IBEC) is to provide a forum through which consultation and cooperation between the national government and county governments on matters relating to the disbursement of available money to the county government.
Another mandate of this body is to set a framework within which national loans are borrowed and criteria for selecting guarantees. The following is a list of governors who attended Dp Ruto's meeting, as reported by Denis Itumbi, a close ally of the Deputy President.
