President Wiliam Ruto on Monday, 6th February 2023, made two major appointments to his government.
According to a Gazette Notice No 2859 and made public on 9th March 2023, the president appointed Ambassador Monica Juma as the Secretary of the National Security Council.

At the same time, the head of state through the Chief of staffs and the head of public Service Felix Kosgei appointed former Inspector General of police Joseph Boinet as the deputy National Security advisor effective 6th March 2023.
The National Security Council is the body tasked with supervisory control over national security organs in the country. It consists of the President, the Deputy President, the Cabinet Secretary responsible for defence, the Cabinet Secretary responsible for foreign affairs, the Cabinet Secretary responsible for internal security;
It also consists of the the Attorney-General, the Chief of Kenya Defence Forces, the Director-General of the National Intelligence Service, and the Inspector-General of the National Police Service.

Boinnet's appointment to the council is due to his wide knowledge in matters of security having served the country as the Inspector General of police.
His attempt to join politics failed when he was Defeated in the Elgeyo Marakwet United Democratic Alliance party gubernatorial nominations where Wisley Rotich emerged victorious.
After being beaten by the young Wisley who was the then deputy governor, the former Inspector General of police did not go ahead to vie as an Independent candidate neither did he cross to another party, instead he shelved his political ambitions and went silent.
The loyalty to the party has finally paid off after landing the lucrative job.
