The President of Kenya, William Ruto is said to be a smart politician who knows how to play his political cards very well. Many associate his August Presidential win to having the right people by his side and making good political decisions. A section of Political Analysts have claimed that Pres. Ruto is trying to infiltrate Raila Odinga's strongholds in preparation for 2027 Presidential election.
President William Ruto appointed Eliud Owalo who hails from Luo Nyanza as the Cabinet Secretary for ICT and Digital Economy despite the region voting heavily for Azimio La Umoja Leader, Raila Odinga. Raila's spokesman, Dennis Onyango has now claimed that Ruto appointed Eliud Owalo as a CS to try and appease the Luo Nation.

Dennis Onyango however sent a warning to President William Ruto on his political move of appointing a CS from Luo Nation. According to Dennis Onyango, the late President Daniel Moi had the likes of former powerful interior PS Hezekiah Oyugi, Dalmas Otieno, Ndolo Ayah, Okiki Amayo, Robert Ouko, John Okwanyo and Elisha Ochieng all in his Cabinet in different times but he still couldn't manage to convince the Luo Nation into supporting him.
Dennis Onyango has now claimed that he doubts whether ICT CS, Eliud Owalo will succeed in bringing the Luo voting block to William Ruto yet his predecessors failed to do the same to former President Daniel moi.
