The aspirant is reportedly a former MCA and it is thought he may have been planning with a presidening officer, two deputy presiding officers and one clerk to temper with the elections in his favour.
They officers under scrutiny were to carry out their duties and mandate at Kanyondoto and Kwabai wards.
Other IEBC officials are reported to have quickly flown from the scene after they heard the residents making their way into the residence.
The residents opted to take the caught officers into the Ndhiwa police station where they were handed to the IEBC for deeper investigations.
According to one of the candidates for Ndhiwa member of the National Seat Mr Michael Agwanda, the officials and the politician might have been planning on marking ballot papers before the day of the polls.
