Orange Democratic Movement (ODM) party leader Raila Odinga has been mobilizing MCAs to support the BBI after the debate headed to the County Assemblies.

However, Raila has suffered a major setback after Jubilee party Deputy Secretary General wrote a letter to all the party MCAs on BBI.
Jubilee MCAs been thrown into confusion over the Building Bridges Initiative (BBI) as Deputy Secretary General write a letter to the MCAs on BBI.
In his letter to the Jubilee MCAs, Jubilee Party Deputy Secretary General Hon Caleb Kositany has told the MCAs that there is no party position on BBI referendum bill as earlier communicated by Secretary General Raphael Tuju.
Hon Caleb Kositany has urged the MCAs to treat the threats on them by Secretary General Raphael Tuju with contempt.

The letter by the Deputy Party Secretary General to the MCAs has sparked mixed reactions from Kenyans including;

Should MCAs heed to the letter by the Jubilee Deputy Secretary General and shoot down the BBI at the County Assemblies, Raila's dream of amending the constitution could fail miserably and could weaken the handshake.
