While speaking on Friday, October 8, in Kirinyaga, he noted that they had received evidence that some political leaders in the region were recruiting goons to foment disruption at President Uhuru Kenyatta's national celebrations.
He warned leaders that any acts of impropriety at the Madaraka Day celebrations at the Waguru stadium would not be tolerated.
"I have received intelligence reports that there are people who are planning to ruin Kirinyaga from Nyeri, Murang'a and Embu and we are saying we will not allow this. As a government we will not take this lightly," Kibicho said.
Those opposed to the President should stay away from the celebrations if their primary objective is to disrupt a relatively quiet national festival, according to the PS.
Despite the fact that the PS did not name the persons, he implied that they are Deputy President William Ruto's friends.
Kibicho's warning comes amid an impending battle for the county's top seat between current Kirinyaga Governor Anne Mumbi Waiguru, seasoned politician Martha Karua, and region Woman Representative Wangui Ngirici.
