A Nairobi citizen petitioned the Milimani Law Court to halt the process of selecting and approving the recently nominated Permanent Secretaries and as a result, the procedure is currently on hold.
Frederick Kiberi, the petitioner, contends that President William Ruto's list of PS nominees does not reflect or guarantee ethnic, regional or gender balance or the inclusion of vulnerable groups.
"The said list of persons appointed to the rank of Principal Secretary does not reflect nor ensure gender balance, regional balance, tribal balance, inclusivity of the marginalized, contrary to the tenants of good governance as demanded by articles 10, 54, 55, 56, and 57 of the Kenyan Constitution of 2010," read the petition in part.
Through their attorney Danston Omari, Mr Bikeri asserts that the nominees do not adequately represent all segments of society, including but not limited to children, persons with disabilities, the elderly, and others who are marginalized.
