Moses Wetangula, the speaker of the National Assembly, announced that three House Committees would hold hearings with the public to discuss President William Ruto's legislative proposals. To create the formal opposition and implement a gender formula are two of its main goals.
Wetangula proposed that the Justice and Legal Affairs Committee (JLAC), which is presided by by Tharaka MP Gitonga Murugara, take into account the leadership of the Official Opposition and the application of the Two-Thirds Gender Rule, as well as parliamentary oversight of the Executive.
In a letter to the House Speakers on Friday, the President outlined a comprehensive gender bill that would increase the presence of women in the National Assembly and the Senate. The earlier attempts to pass such legislation have failed.
Wetangula has requested that the Procedure and House Rules Committee draft recommendations to increase parliamentary oversight of the Executive by amending the Standing Orders in order to assure success.
He also oversaw a joint parliamentary Ad hoc committee that examined a proposal to modify the constitution in order to make constituency development, senate oversight, and national government affirmative action funds permanent.
