The positions of county assembly speakers have been hotly contested across the country. So much so that even the leader of the Azimio party had to be involved in one of them. In Nakuru and Kisii Counties, there were a record 13 and 14 candidates for the seat, respectively.
The speaker ranks close to the governor and the deputy governor and is considered the third in command in the county. They chair board meetings at the county level.
According to the Salaries and Remuneration Commission, the speaker earns a gross salary of Ksh 525, 525 monthly. The deputy speaker earns Ksh 216,563 in gross salary. Members of county assemblies earn Ksh 144,375. The difference in earnings is therefore clear, indicating why the speaker position is so lucrative.
The speakers have other benefits as well. They are entitled to an official car whose engine capacity does not exceed 2000cc, annual medical cover of 3 million if admitted, Ksh 200,000 for outpatient, Ksh 100,000 for maternity, and Ksh 50,000 for dental care and optical services each. This cover is extended to one spouse and up to four children.
They are entitled to mortgage and car loans of up to Ksh 20 million and Ksh 4 million, respectively. This is payable from their salaries.
