Murathe was a Big Fish in the KEMSA Scandal, MP TJ Kajwang

The National Assembly Public Investment Committee (PIC) led by Mvita MP Abdulnaswar Sharrif which was mandated to investigate the KEMSA Ksh 7.8 Billion, has condemned Jubilee Vice Chairperson David Murathe for failing to honor their summon yesterday. He instead sent a written submission before the committee.

The Committee has linked Murathe to a Ksh 4 Billion tender deal between KEMSA and a Chinese-owned company. From their drawn conclusions yesterday, Murathe used his position in government to guarantee the company secured the tender deal with KEMSA to deliver PPEs at a cost of Ksh 4 Billion.

These allegations come after Mr. Chen Zhao, the director of Entec Technologies Company, who also failed to honor the MPs summon but submitted a written testimony, said in his letter that he approached Murathe after a deal between his company and Kilig Limited failed to go through. He cited Murathe's influence and position in government played a pivotal role in getting the deal done. To further secure the investment of the company, Murathe was signed up as a guarantor in the deal.

Murathe in his written submission admitted to being a guarantor in the deal but clarified that he ceased bearing that role after Kilig Limited failed to secure a tender deal with KEMSA. KEMSA had canceled its deal with Kilig Limited saying that the Covid-19 funds were exhausted and therefore the budget could not amount to what KEMSA agreed with Kilig Limited. They also cited their suspicions in the legality of the deal as another reason for the cancellation of the contract.

Ruaraka MP TJ Kajwang said that Murathe's admission to being associated with the Ksh 4 Billion KEMSA scandal has shone a light on who exactly are the big fish in these financial misconduct cases. Wajir East MP Rashid Kassim said that Murathe's written submission was too shallow and didn't provide the candid information to clearly discern his role in the Ksh 4 Billion KEMSA tender deal.

Murathe is expected to avail himself before the Committee physically on Thursday 29th to be grilled by the Committee as they finalize their investigations and submit their reports to the EACC.
