Nyeri archbishop Anthony Muheria has urged President William Ruto to listen to his people in distress as he questioned the rationale behind the appointment of 50 Chief Administrative Secretaries (CAS).
Bishop Muheria said the bloated cabinet will only be a burden to the already straining budget and may drain the ordinary Kenyans the little they have in form of taxes to support these people. In his message to the Head of State, Bishop Muheria said that Kenyans are really suffering.
This comes as it emerges that a CAS is entitled to the same gross pay as the Permanent Secretarty who takes home, Shs. 765, 188 monthly following the review by the Salaries and Remuneration Commission (SRC) from Shs. 874, 500.
This means that the Kenya Kwanza government will be using Shs. 459 million to service the salaries of the 50 CAS per annum minus additional costs (benefits) and allowances.
" The question Kenyans are asking themselves is right to do it when Kenyans are struggling? We should find a way reducing the budget for salaries, and expenses for the sake of suffering Kenyans, " Muheria observed.
Bishop Muheria further urged the Head of State to solve the problem of famine and the high cost of living which is taking months to be fully addressed.
He joins many Kenyans including the Orange Democratic Movement party leader Raila Odinga to raise concerns over the CAS posts which they claim are unnecessary.
For example, the outgoing Chief Administrative Secretary David Osiany, who during the August polls supported Azimio took to his Twitter handle to claim that he is passing on a baton to seven new nominees. His post raised several reactions why seven should be appointed to roles done by one person. Mr Osiany said that it is this that some of his friends call him ' Super CAS. '
