The BBI Proponents had proposed the creation of 70 new Constituencies across the country. The 2010 consititution gives the IEBC the mandate of establishing new Constituencies at the same time it limits the IEBC from tempering with boundaries one year to general election. The whole reguires funds to do survey and other analysis. The commission has announced that it will not create new Constituencies untill 2022. It cited many reasons why it postponed the process, among them , the commission was allocated with little funds and their is no time to do so." This is big blow to BBI Proponents as they had proposed it to happen before the general election. The BBI process was brought at halt by the High Court which declared it unconstitutional null and void. The Secretariat moved a petition to court of appeal. The case is set to start on 29th June to 2nd of July.
The BBI Secretariat will go back to the drawing board and look for another way to approach people of the petition will sail through the court of appeal.
This is the second setback to process after the high court declared it unconstitutional last month.
