"American Way" Makau Mutua Proposes Split of IEBC into 47 Electoral Units to Enhance Transparency

The devolution of electoral duties has been demanded by Makau Mutua, the spokesperson for Raila Odinga's 2022 presidential campaign.

On Thursday, August 18, Mutua said on Spice FM that the country's election mismanagement was a result of the current system, in which the national officials of the Independent Electoral and Boundaries Commission (IEBC) have broad authority.

He claims that because of the complexity of our electoral procedures, county-level elections are more in the hands of IEBC commissioners.

"We may need to consider this complicating aspect of a national electoral body. to consider the question of whether to keep a single national electoral body or divide it into 47 separate ones." Mutua presented, according to KTN News.

Mutua based his illustration on American electoral procedures, where state officers have the final say in elections for that [certain state].

"National elections bodies are not present in other nations like the United States. Elections are state matters, so whatever is decided at the state level is final. No arbitrary body can determine who has been elected in a given state, he said.
