The former Kenya Film and Classification Board (KFCB) boss , Ezekiel Mutua, has termed " Sipangwingwi "as not a vulgar word as it is being alleged. He defended the word "hatupangwingwi" which was borrowed from ‘Sipangwingwi’, a club banger by Exray ft Trio Mio and Ssaru released in October 2021. The word was widely used by politicians during campaigned and had been declared as a form of hate speech by, The National Cohesion and Integration Commission (NCIC).

NCIC had listed a number of words that should be used during political campaigns and one of them was the famous word, ‘hatupangwingwi.’ NCIC chairman Samuel Kobia, had early told the press that the Commission had identified words that can be used to incite hatred during this campaign period. Mutua defended the word from Exray's song saying his goal is to ensure musicians get their fair portion of revenue and live a decent life.
