After Raila Odinga demanded that the IEBC set up manual registers and biometric identification technology at every polling place on election day, Marjan has already answered.
When Raila first made his announcement, he emphasized that if his demand wasn't granted, there wouldn't be any elections.
According to Marjan, the commission is following the 2017 court of appeals ruling that approved the use of the electronic registry. Marjan has tried to make the commission's position on the panel public.
This basically says they regard law enforcement and using the court-ordered register more than Raila's manual registry.
