Babu Owino said that there plans to have Chebukati arrested before announcing the results. However PS Kibicho failed to follow his order. This is the main reason why Cherera had to skip off the IEBC Chairperson's decision to announce Ruto as the president. Babu Owino said Chebukati was not supposed to announce the results.

According to Embakasi East MP Babu Owino, former Interior PS Karanja Kibicho, who was among the top official to facilitate the plan changed tune against Azimio. The MP recalled how Kibicho refused to arrest IEBC chairman Wafula Chebukati after finding out on Azimio tallying center that Raila would be defeated.


The lawmaker alleged that the deep state was fake and that is why they couldn't access the portal as they had planned. In that way he says that the deep state turned to failed Mr Odinga. The deep state was to organize an arrest of Chebukati before declaring Ruto as the president but it backfired.
