This comes after the former devolution cabinet Secretary attended a meeting with Deputy President William Ruto at his official Karen Residence.
According to Waiguru, her decision was largely influenced by supporters in her backyard at Kirinyaga.
"I can't vote myself in, I am listening to what they want.", she said in a TV interview.
Waiguru joined Jubilee after she resigned as a Cabinet Secretary after numerous corruption scandals in 2017. Waiguru's move has elicited mixed reactions from Kenyans.
"This is the party she will use to defend her seat because everyone on ground told her they wanted to be associated with Ruto," one Twitter user said.
Ruto's UDA party has been gaining popularity all over the country after winning several seats in Kiambaa, Juja and Msambweni by-elections.
