The appeal is among Donald Trump's efforts to challenge election results in a case that could reach the U.S. supreme Court if Trump appeals.
In a statement by the court,it said Trump's campaign team lacks evidence and has no merit.
"Free, fair elections are the lifeblood of our democracy.Charges of unfairness are serious. But calling an election unfair does not make it so. Charges require specific allegations and then proof. We have neither here,"Judge Stephanos Bibas, a Trump appointee and former law school professor, wrote for the three-judge panel.
The case had been dismissed last week after Trump's lawyer Rudy Giuliani failed to offer tangible proof of that in court.
