Arthur Amugu Osiya has steadily risen through the ranks to become one of the most powerful people in the country today. As Principal Adminstrative Secretary in the Executive Office of the President, he is the senior most adminstrator in the President's office.

Amugu replaced Kennedy Kihara who has been fired. At the height of his reign, Kihara wielded too much influence in former President Uhuru Kenyatta's government.

In a civil service career spanning over three decades, Amugu rose from the lowest rank of a District Officer. He would later climb through the ranks to the position of a District Commissioner.

After the promulgation of the new Constitution, he was picked by former President Mwai Kibaki as one of the pioneer County Commissioners in the country.

In 2016, during the reign of Uhuru, Amugu was promoted when he was moved to the Ministry of Interior headquarters as Secretary, National Adminstration.

For six years, he was the man in-charge of all matters to do with national adminstration. By the virtue of his position, he was one of the most powerful figures around former President Uhuru.

And now, he wears a new hat right at the centre of power. As PAS in Ruto's office, Amugu also doubles up as secretary to the civil service!
