The Woman Who 'Stands' Between MCAs And Their Government Granted Cars

Not at any point has the Office of the Controller of Budget declined the giving of car grants to MCAs.

In a statement released recently, Controller of Budget Margaret Nyakang'o said that because the grant has already been agreed on, there are protocols that must be followed.

"CoB detaches itself from reports that the office has ceased the giving of car grants. This office clarifies the separation of powers upon which the Constitution is fixed," she said.

“... there are protocols that must be followed to guarantee that MCAs don't get into mishaps in terms of accounting for the grant,” she said.

“We need to know that there is enough cash, just telling us it’s enough is not good a guarantee. Also, we would like to see some legislation that turns the loans into grants.”

Two days ago, the Office of the Controller of Budget sought an advisory on how to guarantee the car grant for speakers and members of county assemblies.

OCOB wrote to the Salaries and Remuneration Commission (SRC) to be advised how to turn a car loan into a car grant.

It also sought to be advised on how to manage requests to authorize withdrawals from county revenue funds to cash the car grants.

On 10 February, SRC accepted the Sh4.5 billion car grant President Uhuru Kenyatta offered speakers and MCAs.

SRC Chairperson Lyn Mengich reviewed car loan benefits to a transport facilitation benefit in form of a car grant.

The commission further tipped that the grant was payable to the county speakers and members of the county assembly
