If a county government is not delivering services to the citizens, the constitution provides that any resident of the county can petition the president to suspend the county government.
To petition the president suspend a county government, the petitioner must collect 10% of signatures of registered voters.
With increasing temperatures in Meru, local leaders have allegedly collected a total of more than ninty thousand signatures from seven hundred and seventy two thousand, one hundred and thirty nine hundred registered voters.
The hunter ( MCAs ) who have impeached governor Kawira Mwangaza have now become the hunted. The signatures are more than a enough to warrant filing a petition to suspend the entire county government.
Speaking to the media, the local leaders who seemed aligned with governor Kawira Mwangaza made it clear that the signatures collected are enough and the petition will be filed in the coming days.
If the president receives the petition, he will send it to the Intergovernmental Budget and Economic Committee headed by the deputy president for approval. If approved, the president will form a six member inquiry commission to look into the issues raised.
Upon Senate's approval, the president forms another inquiry commission whose findings are presented to him. The president will then send the report of the commission back to the senate for consideration. If approved, the president suspends the county government and a caretaker board formed to run the county until elections are held.
