Speaker of the National Assembly, Moses Wetangula, has directed three House Committees to conduct public participation hearings on President William Ruto's legislative proposals. These proposals include setting the official opposition, and introducing a gender formula as two of its top priorities.
In his communication to MPs, Wetangula stated that the Justice and Legal Affairs Committee (JLAC) chaired by Tharaka MP Gitonga Murugara should consider President's proposal for the implementation of the Two-Thirds Gender Rule and the establishment of a position of Leader of Official Opposition, as well as parliamentary oversight of the Executive.
In a letter addressed to the Speakers of the House on Friday, President proposed an ambitious gender law that would increase the representation of women in both the National Assembly and Senate. Previous attempts to enact such legislation have not been successful.
In order to ensure success, Wetangula has called for the Procedure and House Rules Committee to come up with proposals to amend the Standing Orders to strengthen parliamentary oversight of the Executive.
Additionally, he has directed a joint parliamentary Ad hoc committee on a proposal to amend the constitution in order to entrench Constituency Development, Senate Oversight, and National Government Affirmative Action funds.
