Kenya as nation has many sectors which operates without government intereferences. These sectors are headed by cabinet secretaries, commissioner and CEOs. These Sectors are agriculture, health and education. Education Sector is under CS Prof George Magoha. Ministry of education has various learning institutions in different counties.

Teachers service commission commission is an agency of ministry of education under leadership of Dr Nancy Macharia. This agency deals only with employement and deployment of tutors in Kenya. With reopened of learning institutions many learning institution as witnessed unrest of torched dormitories.

In Homabay the government has come up good measures to prevent school from unrest of burning school. The government has started a programme of linking learning institutions to police station. This programme involves both primary and secondary schools.

County commissioner Moses believe that the government programme will facilitate quick emergency response when violence happens to learning institutions. This means everything learning institutions will be link to the nearest police posts. The police officers will be require to patron to learning institutions as a preventative measures.
