President William Ruto on Tuesday evening added more powers to Prime Cabinet Secretary Musalia Mudavadi through a cabinet dispatch to media houses.
This was in a bid to boost efficiency in the government's delivery of its mandate. Musalia Mudavadi will now take charge of evaluating the performance of various ministries in a bid to streamline them with the Kenya Kwanza performance plan.
This latest realignment of the government means Mudavadi will be charged with overseeing the presidential delivery unit, which was previously under the office of the president during the era of former president Uhuru Kenyatta.
“As part of deepening a performance-based culture within government, the performance management function has been elevated and is now vested in the Office of the Prime Cabinet Secretary,” read part of the Cabinet dispatch to media houses on Tuesday evening.
The dispatch further noted that Mudavadi’s office had been mandated with enforcing performance contracting in different government agencies, departments, and ministries. The aim of these changes, according to the cabinet resolution, is to entrench productivity in government and enhance accountability.
By moving the delivery unit to the office of the cabinet secretary, the President also seeks to crystallize the ministerial priorities that were approved earlier this year during a cabinet retreat in Nakuru.
“This is expected to entrench productivity as the administration’s mantra while also enhancing accountability. To realize this objective, the administration’s first contracting cycle will crystalize the ministerial priorities approved during the Cabinet retreat held at the beginning of the year,” read another part of the cabinet dispatch.
During the coalition government of the late former president Mwai Kibaki, the delivery unit used to be based in the Prime Minister’s office. Raila Odinga was the holder of that office back then before it was moved to the office of the president during Uhuru’s tenure.
