New Twist On Differences Between DCI Boss Kinoti And DPP Haji As The Court Rules In Favor Of DPP

In recent months, the media had been awash with reports that the Director of Public Prosecutions (DPP) Noordin Haji and the Director of Criminal Investigations (DCI) George Kinoti had fallen out over the handling of criminal cases.

According to reports, the powers of DCI in investigating offences and arresting offenders have been reduced after the High Court made a major ruling in favor of DPP.

Reports indicate that investigating officers (detectives) will no longer make a statement of enquiry on any case.

Additionally, detectives will not be allowed to charge or caution, because the responsibility now belongs to the Office of the DPP.

Police officers have been also barred from obtaining fingerprints of suspects without the presence of a charge sheet. Officers have been also asked not to make covering reports.

Few days ago, Kinoti said that he will never subscribe to the terrorism guidelines issued by Noordin Haji on terrorism cases.

This comes after Haji opened up on the true nature of the relationship between his office and that of Kinoti.

The DPP explained that there was no frosty relationship between the two offices.
