
The Congolese rebels have defied all ceasefire orders. They have continued to engage in fighting and disrupting peaceful activities in the areas they control. The president, Felix Tshisekedi, is not a happy man and during an inter-Congolese peace mission in Nairobi. He expressed his disdain for armed groups that refuse to accept orders from the government.
The rebel groups' takeover of the regions of Rutshuru, Kiwanja, and Bunagana has resulted in massive destruction of property and misery. The president issued an order for everyone to surrender or face military action.

With over 100 local and foreign rebel groups operating in the country, the president dismissed amnesty as a tool for combating them. He demonstrated how a joint military operation will seek to put an end to criminal activity. "Armed groups pose a threat to civilians and our democratic system and should be combated with arms as well," he added.
