The Electoral and Boundaries Commission is yet to gazette the tallying centre a day into the Kabuchai byelection slated for tomorrow. This is according to The People Daily Newspaper article on Wednesday 3rd March, 2021.IEBC Returning Officer Benson Isusa said the tallying centre had been shifted from Nalondo Secondary to Sukusi Technical Institute but as of yesterday it had not been gazetted. He said from 2017, Nalondo had been a designated tallying centre but they received a letter from the Ministry of Education advising against the decision.
“We got a letter from the Ministry of Education stating that public boarding schools are out of bounds during this time of Covid-19 pandemic so we respected their wish,’’ he said. He said Sukusi had all the facilities they required and requested for it to be gazetted as the tallying centre. He said as IEBC scouts for a tallying centre its officers were working under strict guidelines from the Ministry of Health not to go against the health protocols adding that the Ministry of Education had advised them to look for day schools.
“We have been advised to look for day-schools because students go home and come back in the morning,” said the poll official.
He asked candidates and their supporters to be patient as they reach amicable solutions on the most agreeably tallying centre. He dispelled rumours that the shifting of the tallying centre was one way of rigging the poll. He however assured that there was no cause of alarm as the tallying centre will be finally be found. The returning officer also said they had already taken through all candidates the electoral code of conduct and that he expects them to adhere to it. Kabuchai has 57,654 registered voters with four wards.
