Former CS Rotich Facing Arror and Kimwarer Dams Scandal Case Today, 8 Others Charged Alongside

The Arror and Kimwarer Dam scandal is on of the biggest alleged corruption cases in which the government is reported to have lost billions of shillings and several high profile individuals were linked to the scandal by investigators.

The Office of the Director of Public Prosecutions (ODPP) has reported on the start of the hearing of the case today. Former Cabinet Secretary in the Ministry of Finance, Henry Rotich, former KVDA Managing Director David Kimosop and 7 others are before court.

The ODPP's case will be made by Prosecutor Taib Ali Taib and here are some facts that Taib states before the court in his opening statement;

1.The Cabinet only approved construction of the Arror and not Kimwarer dam.

2.That government funds were not supposed to be used in the construction of Arror Dam. KVDA was supposed to take care of design, building and operating before transfer to the Kenyan government.

3.The accused persons allegedly conspired to give tenders for the two dams to CMC di Ravenna-Itinera Joint ventures even though the company did not exist at the time.

CS Rotich was charged afresh on 1 November 2021 in the two projects which were estimated to cost approximately 63 billion shillings. It was reported on 12 October 2021 that the Kenyan government had defaulted on a 19.6 billion shillings loan facility it took for the two dams.
