Why schools heads protests Museveni's wife proposal about school painting

Just after a long closure of schools,school's are set to be opened on March 1st with the government doing every preparation for the success of this. Candidates classes had already reported back to school early October due to the coming Ugandan National examination.
Upon this Janet Museveni gave directions that schools school be painted before the students get back to school. She said that school heads should try and paint both primary and secondary schools not leaving Universities so that they can look clean and attractive to the learners.
This matters were not taken lightly by school heads especially the ones from Private institution who have not been functional since the eruption of the deadly virus. National Private Institutions Association head Mr Kirabira said that the government should focus on paying teachers who were unable to earn during thus time of pandemic and also government should be responsible for this by using the covid aid fund to paint the buildings
