New Report by Auditor General Reveals how County Governments Enabled Covid-19 Billionaires to Thrive

At the height of the covid-19 pandemic the national government advanced Sh 7.7 billion to the 47 counties in conditional grants as part of the Covid-19 interventions. The funds included Sh 5.5 billion as conditional grants, Sh 2.3 billion as allowances for frontline workers and grants from DANIDA totaling Sh. 350 million. But the auditor general says County Governments did not utilize the funds properly. 

A special audit on the use of Covid-19 funds revealed uncouth methods that were used to award tenders for the supply of equipment. The tenders were allegedly given to politically connected individuals and businesses. Many counties failed to conduct County surveys and there was little evidence of how the funds were spent.

The audit also showed that Kirinyaga and Marsabit Counties splashed money in the form of excess payment to health workers. Analysis of payrolls revealed that Kirinyaga County poaud health workers Sh 44 million contrary to the approved allocation of Sh 43 million, exceeding the allocated amount by Sh 1 million.

Marsabit has been asked to submit a satisfactory report in a week’s time after the governor failed to defend the millions spent on covid-19 mitigation the EACC says it is probing the misuse of covid 19 funds at both levels of government promising to arrest governors found culpable.
