All KCSE students achieving C Plus and above are clearly eligible for government support. But the president wants to end that culture so the government can fund only students who need it, not everyone who goes to college.

The students, through their elected leaders, have vowed to oppose Ruto's plan, saying the removal of HELB will affect their studies. Ruto wants to merge HELB with university funds, but university students say this would lead to mismanagement of those funds.

University of Nairobi Students' Union president Melvin Togo said the plan would not solve the university's funding crisis. Tutors, teachers and other education stakeholders appointed to the President's Education Reform Task Force opposed Ruto's plan.
