Details Emerge On Why CUE Revoked Sakaja's Degree

The absence of evidence from the Senator, the National Council on Higher Education, or Team University that Sakaja attended the university was the deciding factor in the decision to revoke his degree.

In Ntarangwi's words, "the degree certificate is insufficient to indicate that Sakaja studied either physically or through distance learning and that he holds an academic degree" because "he failed to submit even the most fundamental evidence of study and the process of receiving a degree."

Sakaja was required by CUE to provide a letter of admission from Team University, course units and dates studied, transcripts, fee payment receipts, the names of lecturers who taught him, his graduation booklet, and any correspondence between himself and university employees regarding his studies. When given the chance to submit written or oral submissions on June 25 and 26, Ntarangwi claimed, "he rejected, refused, and or ignored both the request to provide information and the opportunity to exercise his right to be heard during the subsequent investigation."

On Friday, July 1, 2022, the police will submit a report to the Director of Public Prosecutions Noordin Haji about the legitimacy of the academic papers of candidates whose qualifications were called into doubt during the clearance process by the IEBC. On June 18 Haji issued the order and requested that the police investigate any organizations that may have helped with the distribution of fake degrees. Haji claimed that such actions if proven, would be illegal under the Elections Act, the Election Offenses Act, the Leadership Integrity Act, and the Anti-corruption and Economic Crimes Act.

If the DCI investigation finds evidence of malfeasance, Sakaja can consider his gubernatorial hopes dead until the next scheduled election in 2027. This is because the IEBC may have already printed ballot papers for the August 9 elections, rendering his attempt to seek redress in court moot. At the election, Sakaja will run for governor on the UDA ticket.
