Union Puzzles & Tough CBA That's Awaits Muturi In His New Office.

Jamleck Muturi, the new Teachers Service Commission TSC chairperson who was appointed for a six year non renewable term officially reported to work yesterday. He was vetted by the National Assembly committee on education and approved last week.

The new TSC chairperson is taking the office at a time quorum problems are facing the commission having only two commissioners out of the required nine as the rest had retired.

For now at least the commission has a minimum quorum and can start playing it's key mandate with his appointment and that of Timon Oyucho. As the current CBA is coming to an end next month the new Chairperson will therefore oversee negotiations for new CBA for teachers.

The treasury decries there is adequate funds leading to lack of proper consensus on what teachers will be allocated as the budget is almost to be finalized. Already it's late for the CBA negotiations to start and will the new Chairperson fail to work with speed and engage unions concerning 2021-2025 CBA, meaning this year teachers should expect nothing with regards to the previous CBA.

Concerning the 2017-2021 CBA, Muturi promised to fully implement and backdate with the teachers who are yet to receive their final CBA phases, most of them being KNUT members.

This was as a results of minor disagreements between KNUT boss and TSC boss, the new Chairperson can only be a mediator between two parties both of which have hard stances for successfully completing CBA implementation.
