Dr. Richard Belio Kipsang is the Principal Secretary Education, Ministry of Education. According to the report the education PS Belio Kipsang escaped civil jail term by a whisker in contempt of court case. Kipsang appeared before Justice Ngaa Jairus to explain why he should not be jailed for disobeying court orders requiring payment of Sh83 million to a construction firm known as NK Brothers Limited.
While giving his ruling the Justice Ngaa said the PS will be given more time to consult with his successor at the Ministry of Regional Development. "I will hold my horses because you have said you are no longer in the Ministry of Regional Development and you will need time to consult with your successor," Ngaa said.
It is now a sigh of relief to the PS Belio Kipsang as report indicates that the High Court has given him until January 24, 2023 to pay an outstanding claim of Sh83 million owed to a construction firm. “There is evidence that the judgment was endorsed with a penal notice warning the PS that he risked being held to be in contempt of court and subsequently punished for such contempt if he disobeyed the judgment,” said the judge. The PS was warned that failure to pay the amount will result in his being jailed for a period of three months.
