Speaking at TV 47 Kenya, Fred Ogola (governance and political strategist) opined that the most uptake of Hustler Fund is from western Kenya. He said this claiming that western residents have a borrowing habit.

However, a month ago, the Hustler Fund was launched by president William Ruto. Ruto's government allowed Kenyan netizens to borrow money through their mobile phones. The administration gave a start up capital of Ksh.50 billion.
In 24 hours after the launch, cooperatives cabinet secretary Chelugui said over 1.14 million Kenyans had registered for the funds and Ksh.408.5 million had been borrowed from the fund.
President William Ruto said if Kenyans fail to pay Hustler Fund money, he is not the one who will suffer a loss. It is Kenyans who will lose because they will have unsecured themselves a great chance to borrow money from Hustler Fund with a low interest and they can develop themselves.
