His name is Joseph Kinyua .He holds a bachelors degree and masters in Business administration from University of Nairobi. He is among the longest serving public servants in Kenya who retired after Ruto took government. His career began in 1978 as an assistant lecturer at the University of Nairobi. He has worked as an economist at Central Bank of Kenya ,Financial Secretary to the Treasury, Permanent Secretary at Ministry of Finance, Ministry of Planning and National Development and Ministry of Agriculture.
He has also served on several boards of State Corporations and retired as head of public service this year. Funny enough his signature was seen on the old Ksh1,000 note and this really brought questions but the reason is According to the CBK Act Cap 491, banknotes have a signature of the CBK governor alongside that of an authorised board member who was Joseph Kinyua. He leaves behind a legacy and history in the country because of his signature on a Ksh1,000 note.
