Upto one billion shillings is set to be spent for a period of five years in terms of CAS's salary. The CAS are set to be appointed by President William Ruto. There is an increase in the number of Principal secretaries in the William Ruto led Kenya Kwanza government and has also created nine new state departments. 
First off, there are now 443 state institutions in the William Ruto government up from 413 that was there initially. The new state institutions are set to have new heads and a team that will be working under them. This will need a new budget. Then there are nine additional state departments as well set to have new heads and a team as well.
William Ruto has four cabinet level appointment. Each CAS is set to take home 765, 188 in terms of gross salary and it will now cost 64.2 million annually to pay the nine additional PS's. This is a lot.
