The Subaru Outback was stuck on a traffic when this photo was taken. Netizens online reacted by saying that such brand new vehicles with older number plates or registration numbers, are vehicles owned by the Criminal Investigative Department Unit (CID) or flying squad unit to trace and arrest criminals easily.

It's believed they change number plates every time and they don't have a legit number plate for security reasons. This is to avoid them being traced easily by the criminals they are tracing or after tracing them. It's adviced to mind your own business when you see such vehicle because they are from top powerful officials in government.

It can belong to the DCI or CID or someone must have bought the car from another country and buy a number plate from NTSA. Here are some of the mixed reactions from Netizens.
